Focus on 1948 cases: 
The 1912 Italian law regulating citizenship acquisition established that only men could transmit citizenship to their children, while women simply acquired the citizenship status of their husbands without being entitled to pass it down to their children. 
On January 1st 1948 the Italian Constitution granted equal rights to men and women and thus, women were allowed to transmit their citizenship to their children. That means that it is not possible to apply for Italian citizenship at any Italian consulate when your genealogy involves women whose next-in-line child was born before January 1st 1948.

In 2009 a judicial ruling by the Court in Rome stated that the 1912 law was discriminatory against women and therefore equal rights were to be effective also retroactively, including the right to pass down citizenship to children born before 1948, creating a legal pattern which would give way to start discussing pre-1948 citizenship cases before the Italian courts. 
Therefore, since 2009 it has been possible to claim citizenship through legal proceeding.

Focus on long waiting times: 
According to law n.241/1990, when it comes to citizenship application matters, the Italian authorities must comply with a 730 days limit to provide appointments and citizenship application reviewing.
For this reason, the current prolonged waiting times for an appointment at the consulates can be considered unlawful, allowing you to petition the courts and have your citizenship claim approved by an Italian judge.
